TIRANA, April 3 /ATA/ Prime Minister Edi Rama announced on Thursday that the activities of the Special Parliamentary Commission for Good Governance, Anti-corruption, and the Rule of Law will carry on in the upcoming legislature.

In his address at the second high-level meeting, “Albania 2030 in the EU – The Path of Reforms,” organized by the Albanian Parliament, Rama stressed the critical need to consolidate all ongoing processes.
“Everything is still reversible, it is still fragile, it is still vulnerable, and for this reason, we need the European Union. At all costs and at any price, we need the EU. We must enter that door that has been opened today not only as a real but also a current opportunity. A door that has been opened with the premise that by the end of 2027, we could close the negotiations as a mutual will, and a door that could close if we are not quick and lased focused on using the time we have available.”

“It could be closed,” said the Prime Minister, “because the history of enlargement shows that that door opens and that door closes. The history of enlargement shows that the fates of countries wanting to enter that door and those that are behind it do not always align. Interests do not always converge.”

Rama went on saying, “We are deeply confident that this Commission, whose work will carry on in the next legislature, is, to be clear, crucial – not only for opening that door, but also for ensuring we remain there as a country with a strengthened process of guarantees for individual freedom and equality before the law.”

“There is no individual freedom and equality before the law anywhere else except in the system we have chosen, and for us, nowhere else but within the EU,” said Rama.

“I believe that we have shown and continue to show every day that we are very ambitious, and it’s not enough for us to do the minimum, we need to go above and beyond,” emphasized Rama.
Rama provided the example of public procurement.
“We have been rated higher than all countries in the region, with a significant difference from the second place, to be honest, in public procurement by SIGMA. Meanwhile, we are working to create a revolutionary model of artificial intelligence for public procurement, in collaboration with Microsoft and the team of Mira Murati. We are making significant progress and have reasonable confidence that next year we will have a public procurement model with no human involvement in 95% of the process. This means we will have an instrument that will effectively drive corruption and the possibility of corrupting public procurement processes to zero, thanks to artificial intelligence,” said Rama.

Rama recalled that, “The Special Commission was the result of an internal sense of alarm in the face of the mountain of negotiations and the extraordinary challenge of coordinating an extraordinary number of institutions and resources in the service of the negotiations.”

“The Albanian government does not negotiate with the EU. The EU will not admit the government of Albania; the entire Albanian state is involved in the negotiations. A wide range of independent institutions and agencies are part of this process, and it is essential that this national team is well-coordinated,” said Rama.

Rama emphasized that only the Albanian Parliament can coordinate the various forces needed to achieve the country’s long-awaited goals, as it provides the essential space for national cooperation.
