This conference was organized by MoFE, in collaboration with the Local Finance Project and with the support of the Swiss government.

In her remarks, Ibrahimaj said that the Ministry of Finance and Economy aims to continuously support public entities in strengthening the internal control system and improving financial reporting of public sector, as part of reforms for good management of public finances.

Continuous improvements of the legal framework, in line with the best international practices have facilitated the implementation of procedures in the field of internal control. A series of trainings have been conducted in order to increase the capacity of public units, both at the central and local government level, while technical assistance has been provided to those institutions which have expressed interest in implementing the requirements of internal control, serving as good examples to further implement this reform.

MoFE drafts the Annual Report on the functioning of the public internal financial control system in the units of general government, which in addition to the analysis, comes up with recommendations for achieving the targets in this area.

While appreciating the work done so far, Ibrahimaj stressed that the current situation sets forth a very ambitious reform agenda for all institutions at the central government level, while during 2022 there will be an increased focus on institutions at local government level.

“To achieve progress, it is needed high will and steady commitment in order for internal control to be as efficient and effective as possible. It is important to prioritize capacity building for human and financial resources, where we will continue to conduct training at all levels of institutions, as well as cooperation and coordination between organizations and public institutions, ” said Ibrahimaj.

The Minister underlined the fact that the rigorous implementation of the reform in the management of public finances and specifically the prioritization of measures in the field of internal control, part of one of the basic chapters of the Acquis (Chapter 32 “Financial Control”), will serve as a instrument for accelerating the accession negotiations, as an essential process for the further development of our country.
