TIRANA, Jan 2 /ATA/Public debt in 2025 is projected to decrease to below 56% of Gross Domestic Product.

The Ministry of Finance highlights that the reduction in public debt is attributable to the measures in place.

In 2025, the budget will be executed in full alignment with the key objectives of fiscal policy, aiming for a reduction of the overall budget deficit to 2.6% of GDP and ensuring a positive primary balance, with the goal of decreasing the public debt-to-GDP ratio, which is expected to fall below 56% of GDP.

The progress made so far is also reflected in the improved credit ratings for our country, serving as proof of the confidence international financial markets place in the stability and direction of the Albanian economy.

In April 2024, S&P upgraded Albania’s rating from “B+” to “BB-“, and most recently, in October 2024, Moody’s raised its rating from “B1, positive” to “Ba3, stable.”

The cap on the annual increase in the total existing stock of central government debt and government-guaranteed debt for third-party beneficiaries in 2025, excluding any potential impact from exchange rate fluctuations, is set at 59,224 million lek.

The total net annual borrowing, including both domestic and foreign borrowing, is capped at 58,224 million lek, while the annual increase in central government guarantees for third-party beneficiaries is limited to 1,000 million lek.

The public debt stock is estimated to reach 1,463,257 million lek, excluding any potential effects from exchange rate fluctuations.
