TIRANA, Dec 4 /ATA/ – The Ministry of Economy and Innovation on Thursday published for public consultation a draft law on crypto-asset markets, aiming to create a comprehensive legal framework for the issuance and provision of crypto-related services in Albania.

The bill seeks full alignment with European Union legislation on digital finance and forms part of Albania’s preparations under EU accession Chapter 2, “Internal Market,” which was officially opened in April 2025. Within this chapter, Chapter 9 on financial services is central, with the Financial Supervisory Authority leading negotiations to align Albanian law with EU standards.

The draft sets rules for entities and activities related to the issuance of crypto-assets and electronic money tokens, as well as intermediary services including trading platforms, exchange operations, custody, order execution, advisory services, and wallet management. Regulatory requirements cover minimum capital, corporate governance, conflict-of-interest management, cybersecurity, consumer protection, market-abuse prevention, and anti-money laundering compliance.

The proposed framework is aligned with EU directives MIFID II and EMD2, establishing standards similar to those applied to financial instruments and virtual money. According to the draft law’s explanatory note, it aims not only to protect investors and market integrity but also to foster a sustainable environment for the development of innovative Albanian technologies.

Supervision of implementation will be carried out by the Financial Supervisory Authority and the Bank of Albania to ensure reliability and stability in the financial system.

The framework is intended to allow domestic providers to take advantage of the EU single market, attract quality investment, and integrate gradually into European value chains, while balancing consumer protection with innovation promotion.

TIRANA, Dec 15 /ATA/ – A public hearing brought together specialists, architects and interest groups to discuss restoration of the former house building of Toptani and Libohova families and turn it into Besa Museum, a project dedicated to the Albanian code of honour – known locally as ‘Besa’.

The Minister of Economy, Culture and Innovation, Blendi Gonxhja, said in a social media post on Sunday that discussions focused on restoration, preservation of cultural landscapes and the enrichment of narratives related to this particular cultural heritage.

According to the Minister, the project is designed to build new spaces aimed at conveying the message of unity and Albanian cultural traditions.

“The project is the product of a competition in 2023 aimed at turning this monument of culture into a museum to showcase one of fundamental values of Albanian identity: Besa. The project is designed to build a space that conveys the message of unity and Albanian cultural tradition,” Gonxhja wrote.

The new cultural museum will preserve and showcase a golden age of Albania, that of saving Jews during the World War II, and the facility will also provide a space for opinions, debates, artistic and cultural expressions about tolerance, solidarity and humanism.

A design by the Swiss architecture studio “Oppenheim Architecture” won the international competition on Besa Museum, commemorating glorious history of saving Jews during the World War II.

The goal is to obtain contemporary and visionary concepts for interventions of an architectural and restorative character for the rehabilitation and adaptation of the existing building, as well as revitalization interventions, which aim to add a new cultural space to the capital, harmonized and in strong relations with the environment and the surrounding historical area.

Besa Museum will be closely linked with the Hebrew Museum in Vlora. The project will see the restoration and upgrade of the historic building near the Tirana Castle complex.
