TIRANA, Aug 20 /ATA/ – The State Minister for the Public Administration and Anti-Corruption has opened public consultation on a draft law amending the framework governing state administration, aimed at improving organisation, performance and accountability in the public sector.

The proposed legislation, part of the country’s wider public administration reform, seeks to streamline non-ministerial bodies by reducing their categories from three to two, merging subordinate institutions and autonomous agencies, and redesigning regulatory authorities with full functional autonomy in line with EU standards.

The draft also calls for stricter rules on creating new institutions, minimum staffing thresholds, clearer lines of responsibility at director level, and a uniform system for monitoring and reporting institutional performance.

Officials say the changes would ease the workload on the prime minister’s office by shifting certain agencies under line ministries and delegating more decision-making to mid-management, while reinforcing managerial accountability.
