“I stand here today to decry one of the most unconstitutional acts, the largest pyramid of theft and fraud in the entire history of the country, the Albanian Investment Corporation, which was established with the purpose of managing public investments based on a law that is deeply unconstitutional,” said Berisha.

Berisha asserted that “any individual deriving benefit from the unlawful acts of this property misappropriation agency shall not be recognized, but shall be subject to severe penalties as an accomplice in the theft of public, private, and state property.”

“Property in every country is subject to rules and laws on its management, administration, sale, and more. In this country, any decision for alienation of public property automatically grants it to private ownership under property laws. What is happening here is theft,” said Berisha.

“I assure the owners that no decision made by this agency and this official will be recognized,” said Berisha.

Berisha further stated that “the creation of such an agency is beyond any logical concept.”
