TIRANA, Oct 7 /ATA/- By E.Xhajanka/ The State Cadastre Agency issued more than 28,000 legalisation decisions during the first nine months of 2026, exceeding the total recorded for the whole of 2025. Meanwhile, 4.2 million property records have been digitised as part of efforts to modernise property registration services.

According to Goxhobelli, the digitisation of 4.2 million property records is one of the key priorities in the modernisation of the Cadastre and is also linked to meeting commitments as part of Albania’s European integration process.

In 2026, the national project to digitise and geo-reference 38,000 physical cadastral maps also got under way. The initiative aims to improve the management of cadastral data and make services more accessible to citizens.

Initial property registration has reached 95.3% of the country’s territory, while the process of transferring agricultural land into private ownership has been extended to 59 villages, with around 1,000 applications set to be handled.

Goxhobelli stressed that, beyond the measurable results, another significant change concerns the way the Cadastre communicates with and provides services to citizens.

Cadastre teams are currently working in Himara and will continue operating across cadastral zones based on the needs identified,” she said.

“What we have achieved so far is only part of the journey ahead. The challenge is to advance the process of securing legal property ownership. The work continues with a clear objective: no property without documentation and no person left without an answer,” said the Director-General of the State Cadastre Agency.
