TIRANA, February 23/ATA/ Prime Minister Edi Rama spoke today with citizens through his “Eye to Eye” feature in the social media.

In regard to the property issue and illegal buildings constructed on other people’s property, the prime minister said that this is an inherited problem from the previous government of the Democratic Party. But, this is also being resolved and while we negotiate for EU membership, we will also heal this great wound for the society and Albania 2030 will no longer have this problem, said Rama.

In answer to another citizen who spoke about the problematic situation with supply with running water and Albania having more old people than youth, PM Rama said

“Tirana has 24 hours of supply with running water in 67% of the territory and 17 hours of running water on average in the rest. There are more and more investments made in Tirana and throughout Albania. As a matter of fact, there has never been 24 hours of supply with running water, not even during the communist era. Today, there are more and more areas with 24 hours of water supply, while when we took office, no area had 24 hours supply of running water. While in regard to Albania being full of old people, look, there are more old people in Greece than in Albania. And when you find villages in Greece full of young people, please post them so we, the elderly people of Albania can see them too.”, said PM Rama. /r.e/p.s./

TIRANA, January 9/ATA/ At the presentation meeting of the “Building bridges towards Albania 2030” program, focusing on the development of public properties through partnerships and private and state entrepreneurship, the Albanian Investment Corporation CEO Elira Kokona said that after a year of intensive work, there are results that give us confidence to move forward with a clear vision and concrete projects.

“So far, we have identified properties; we have designed investment projects with a high return of 25-35% even in the most pessimistic scenarios and this has been positively assessed by the international experts. We have selected architectural projects through public competitions; we have secured the approval of development permits from the National Council of Territoriality so that to enable our proposals to be concrete and related to concrete business opportunities.

Now, through international public competitions we offer investment opportunities in Albania, without bureaucracy, but with transparency and a clear competitive process. These projects are a real business opportunity, which not only offers profits for entrepreneurs, but also contributes to a public benefit that will stand the test of time, directly influencing a social opportunity that will stand the test of time”, said Kokona.

According to her, “The examples of EU countries, Italy, Spain, Austria, give us the opportunity to learn and follow the best models so that we do not reinvent the wheel, but rather offer a good and real opportunity for businesses and entrepreneurship.

The property for public development will only be 100% with a public function, while the property for development for entrepreneurship will be managed by private business, emphasized Kokona.

She added that the network of Albanian ambassadors around the world, who are working to attract the Diaspora investors to projects in Albania, also plays a role in this process. “But, this is not enough without the support of foreign embassies accredited to Albania. We are confident that the good news about doing business in Albania will spread rapidly like other news from foreign embassies accredited to our country. We are ready for the announced projects like revival of the Palace of Brigades, the Palace of Congresses, the “Asllan Rusi” Sports Palace and many other state assets that need a new development. An important role in this process is played by the banks, but also by private owners around the properties that will be developed by Albanian Investment Corporation. The relations between the public and the private are like those bridges that require time and joint effort”, added Kokona. /a.f/r.e/p.s./

TIRANA, June 28 /ATA/ Today, in Vlora region there were handed over 798 property certificates. Being in Dhërmi, Prime Minister Edi Rama highlighted the fact that it has been a strenuous and long effort to reach this day.

The head of the government stated that in total there are 4,300 certificates issued. He added that so far 1/3 of the process has been closed, while the entire process is expected to be closed by October.

“The rest of the work, about 2,500 more certificates are in the Himara Municipality, 500-600 outside the Himara Municipality, but in the Vlora region, and the whole process will be completed by October,” said Rama.

The head of the government said that this process is also being implemented in the northern areas, such as Thethi, Hasi and Tropoja, but also in the most-southern areas, such as Konsipoli, where there have been different problems from the rest of the country.

He denied that there were pursued discriminatory policies for the area.

He said that as a matter of fact, “The problem of registering the inherited houses has been complicated”.

“In technical terms, it is about putting of properties on the map and further on the houses, so that the real location fully matches with the location on the cadastre map and that there is no overlap and no conflict”, he said.

According to him, there have been conflicts, as there have appeared more than one owner for a house./p.s./

TIRANA, June 28/ATA/ The Prosecutor’s Office of Tirana has sequestrated the property worth 50 million Euros of seven people convicted in Belgium for drug trafficking.

The Prosecutor’s Office reported that, “It has demanded the preventive sequestration on properties owned by these convicts as well as some commercial entities confirmed to be under the administration of these persons. The preliminary evaluation of the houses, shops, plots of land that were sequestrated shows that their value is 50 million Euros.

According to the prosecution body, “Based on investigation, there has been provided sufficient evidence that creates reasonable suspicion that these convicts have committed money laundering in collaboration with one another and it is suspected that their wives are also involved in this scheme”.

TIRANA, Oct 23 /ATA/ – Albanian banks have lowered their interest rates on mortgages for home loans denominated in the Albanian currency and the European single currency in August.

Data from the Bank of Albania showed that the interest rates for new home loans fell to 3.89 % in August from 4.04 % in the previous month of July.

The slowdown in growth of interest rates by central bank and the decrease in yields of treasury bills are the main factors lowering the interest rates on mortgages for home loans.

The 12-month T-bill yields have recorded a downward trend falling to the level of the central bank’s key interest rate.

Central bank also said that interest rate for Euro-denominated loans has also fallen in August to 4.97% from 5.32 % in July.

According to Bank of Albania the lend portfolio for purchase of properties by households was estimated at around 176 billion lek or around 1.66 billion euros, registering an increase by 8.7 % compared to the previous year and 42.8 % compared to three years ago.

TIRANA, October 30/ATA/ In the city of Lushnja, there has been completed the first phase of the mass digitization of real estate archives.

General Director of the Cadastre Office Artan Lame said that, “Some time ago, the Albanian Government, in support of the State Agency of the Cadastre, approved the financing of the scanning and digitization of the cadastral archives. Today, we are in Lushnja to see the completion of the first phase of this process”.

“With the creation of the Digital Cadastre Center, there was completed the first phase of the digitization process for Lushnja municipality. This process means scanning all the references of all the properties in this city, their administration on a digital server with the aim of preserving and transparency of information”, emphasized Lame.

“The volume of work that this process entails is truly impressive. Suffice it to say that only for Lushnja were processed: 122 Cadastral Zones; 710 Volume; 92,000 property references; 163,000 digitized property cards and 1.5 million scanned documents.

Lame pointed out the benefits that the completion of this process brings to the citizen, such as the increase in the accuracy level of the information received, the increase in the speed of the service data and the increase in property security.

“Citizens will no longer have the Cadastre in front of them, but they will have a system that has everything transparent in its digital archives, and with one click you will have the property act on your phone. From now on, there are no more paper registers where from time to time there used to be found torn pages. Every action being digital implies it is traceable and identifiable”, underlined Lame.

He said that this process will also be completed in the municipality of Tropoja within this year.

“The next phase will be the completion of this process for Durrës (including Kavaja) and Tirana (including Kruja), where so far there has been carried out the scanning of about 5.5 million documents, or about 50% of the entire volume of work, Lame added.

Lame said that, “It is a question of very large numbers, which also requires such voluminous treatment. Suffice it to say that every day at the Digital Cadastre Center there are digitized 4,000 cards and are scanned about 54,000 property documents”./k.s/p.s./

TIRANA, May 21 /ATA/ – Prime Minister Edi Rama said Saturday that the Urban Renaissance programme launched by his government is designed to renew the image of cities, towns and squares across Albania and support development of tourism industry.

Speaking about importance of the infrastructure projects to boost tourism industry, the government head said in his remarks at an event in Vlora that the waterfront promenade or Lungomare project in the coastal city of Vlora has enhanced value of the properties of citizens living in the area.

Addressing the international conference “Heading to the Future: My City, My Home”, a dialogue platform on community involvement in decision making and future shaping, the government head said that “the beauty in a shared space becomes a catalyst for a set of changes that lead to a structural transformation.”

“When we talk about Lungomare in terms of the aesthetic aspect and the pleasure that space creates, the most important thing is that the people who own properties in that area are away wealthier today,” he said.

During a press conference from the regional directorate of the Durrës Cadastre, Lame said that out of 1063 registers only 152 real estate registers are in good condition.

“According to the report compiled by a group of experts, after the inventory of the inherited archive, it turns out that there are 1063 registers. Only 152 real estate registries are in good condition. About 908 registers appear to have been touched and experienced changes. 730 sheets are missing in these registers”, declared Lame.

Lame also spoke about restraint and lack of support from certain persons not to make the inventory of the inherited archive.

The head of the Albanian cadastre further informed that in addition to the missing pages there are also pages overlapped 2 or 3 times.

Lame said that the most problematic registers are those of the coastal area, the area of Spitalla, Lalzi Bay, Rodon, etc.

He stressed that the responsibility belongs to everyone who has worked in these offices for 32 years.

Further on, Lame said that the report issued by the group on the inventory of the Durrës real estate archive will be submitted to two other institutions, the Ministry of Justice and the government.

According to him, the entire archive of Durrës will be scanned and digitized. This process, he stressed, will be extended throughout Albania, starting initially with Durres, Tirana and Lushnja. /a.a/p.s./
