TIRANA, Jan  13 /ATA/ President of the Republic, Bajram Begaj, sent back for reconsideration to parliament the law “On decorations in the Republic of Albania.”

The reasoning behind  the decree on return of the law for reconsideration to the Assembly first of all mentions the lack of consultation of the law with President of the Republic, as a party of interest and the only body defined by the Constitution for the awarding of decorations and titles of honor.

The President assesses that the law passed by the Assembly narrows down the constitutional competence of President of the Republic for the awarding of medal.

“In accordance with Article 92 of the Constitution, awarding medals and honorary titles is clearly a constitutional competence of President of the Republic, as an independent constitutional institution. At the level of definition as a constitutional competence, any possible intervention for its change, both in terms of expansion or narrowing, can only be done according to an order provided by the Constitution, i.e. by changing or repealing the relevant provisions of the Constitution,” it is stated in the reasoning of the Head of State.
