“Good morning and with humility before the memory of the martyrs as well as standing in owe of all its contributors, on this birthday of the State Police, I wish you a good day,” Rama says.

The creation of the Albanian Police is related to the declaration of Independence and the creation of the Albanian state (1912) when on January 13, 1913, the Interim Government of Vlora took the decision to create the Law Enforcement Forces.

Starting from 1991, after Albania embarked on its path of democratic processes, a number of important changes have taken place in the field of organization and restructuring of the Albanian Police.

In 1991, with the creation of the Ministry of Public Order, the police were given the status of a separate institution, unlike before. In a short time, it underwent rapid changes of organizational and legal character going hand in hand with the country’s openness to the world.

ICITAP (USA), INTERFORCE (Italy) have been operating close to State Police since 1997. From 1997 to 2000, these missions trained over 4,000 police officers.

The INTERFORCE mission has provided significant assistance in setting up and equipping the operating rooms and patrol cars Shqiponja.

The reform of the State Police initiated by Government Decision no. 384, dated 28.7.1999, is a very important moment for the future of the police. The basic document drafted in 1999-2000 is called the “Police Reform Strategy”. This Strategy is medium-term (2000-2003) and its objectives are: creation of a modern legal and sub-legal infrastructure; building efficient police structures; setting new standards for recruitment, training and qualification; strengthening police relations with the community and administration; cooperation with the outside world and enhancing the standards of police work and technology.

The names of many police officers, who have become a symbol of ultimate sacrifice and self-denial in the line of duty are engraved on the memory of its history.
