TIRANA, March 13 /ATA/ Prime Minister Edi Rama announced that preparations are underway for a new Penal Code, with its drafting being conducted in close partnership with the Ministries of Justice of France and Italy.

During a press conference at the Prime Minister’s office, in response to journalists’ inquiries, Rama stated that the suspension of a minister’s functions cannot be repeated.

Prime Minister Rama asserted that no prosecutor or court has the authority to freeze the essential functions of the government. He clarified that the matter pertains to the suspension of a ministerial function, not the individual holding the office. The function was suspended because, under the law, no other person may exercise ministerial authority without formally holding the position. Regarding further legislative reforms, Rama confirmed that they will be addressed in due course. He emphasized that work is ongoing on the new Penal Code and the Code of Criminal Procedure, and, given the comprehensive scope of these materials, there is no need to expedite the process at the expense of compromising the quality or completeness of the legal reforms.

“The Ministries of Justice of Italy and France as well as the Dutch govt.—have provided us with a network of experts who will assist in this process. Together, we will review the provisions of the Code of Criminal Procedure, ensuring full alignment with European and international standards,” Rama emphasized.
