TIRANA, Sept 11 /ATA/ Prime Minister Edi Rama, also the chairman of the Socialist Party, announced on Thursday at the Socialist Party’s National Assembly that 11 new permanent parliamentary committees will be established. These committees will be structurally aligned with the clusters of Albania’s EU accession negotiations. Of the 11 committees, seven will be chaired by the parliamentary majority, while the remaining four will be chaired by the opposition.

Rama said that the working group has proposed a restructuring of the permanent parliamentary committees, and alongside the existing ones, a new committee is expected to be established, focusing on Citizen Initiatives, Cooperation, and Institutional Oversight.

The Committee on Economy, Employment, and Finance

Rama highlighted that “the committee’s designation reflects an expanded scope, incorporating not only a comprehensive focus on economic policy and alignment with the EU single market framework, but also the strategic inclusion of employment.

The explicit reference to employment in the committee’s title represents a substantive innovation, positioning labor market policies alongside fiscal and financial governance within its scope.”

The Committee on Legal Affairs and Public Administration
The Committee on Internal Affairs and Defense

The Committee on Education, Science, and Sports

Rama stated that “the addition of ‘science’ in the committee’s title reflects an increased institutional focus on science, particularly in relation to innovation. This change also aligns with the broader context of Albania’s EU accession negotiations, with science and innovation being at the forefront.

The Committee on Health and Social Welfare
The Prime Minister emphasized that “reforms and new measures aimed at gradually raising the level of alignment with European public health standards, modernizing the healthcare system, and improving the social welfare system will constitute a fundamental part of the efforts during the new term.”
The Committee on Natural Resources, Infrastructure, and Sustainable Development
“Twenty-five percent of the EU’s legal corpus—comprising thousands of pages of standards related to infrastructure, environment, transport, as well as regulations governing the energy and digital markets—will fall under the jurisdiction of this committee. It will carry one of the heaviest legislative workloads in relation to the EU accession negotiation process. The committee’s name effectively represents a fusion, a synthesis of how these sectors are interconnected within the membership negotiation framework,” Rama stated.
The Committee on Human Rights and Public Media

The Committee on Culture, Tourism, and the Diaspora
The Prime Minister noted that this committee brings a novelty by including the diaspora not only in its name but also by significantly enhancing the focus during this term on the quality of Albania’s tourism sector. Albania’s cultural heritage and the Albanian communities across Europe and worldwide will receive greater attention than ever before.

The Committee on Human Rights and Mass Media

Rama stated that this is a new committee not in terms of its topics, but in its emphasis.

“Albania 2030 in the EU and the signatories of the accession treaty will accept as non-negotiable the standards of the EU Charter of Fundamental Rights. These include human dignity, freedom of expression, personal data protection, non-discrimination, gender equality, the rights of persons with disabilities, cultural and religious diversity, child protection, the right to a fair trial, and the rights of European citizenship—from voting rights to the right to petition and good governance,” Rama said.

The Committee on Agriculture, Food, and Rural Development
Rama remarked that “by 2030, Albania will be integrated into the European common agricultural market, presenting exceptional new opportunities alongside entirely unprecedented challenges.”

The new Committee on Citizen Initiatives, Cooperation, and Institutional Oversight

Rama emphasized that this committee represents another novelty in this new phase of parliamentary life.
Rama further noted that “by establishing a committee focused on initiatives from citizen and social interest groups—regardless of their particular areas—a permanent team of deputies will oversee public petitions submitted to the parliament. This will allow the Assembly to establish a much-needed, reliable, and effective channel for direct communication between voters and the institution.”

Rama gave the example that “today, the parliament has no records whatsoever, let alone an archive, to document the extent to which the Assembly’s recommendations are implemented, the level of cohesion in parliamentary oversight, or the effectiveness of the regulatory measures it adopts.”

Rama emphasized that, “Without this mechanism, the Assembly functions like a company that produces goods but pays no attention to their fate—there is no post-legislative oversight or assessment of shortcomings in enforcing enacted laws. As a result, deputies lack the necessary information on which issues need addressing and how recommendations should be properly followed up.”
