TIRANA, Dec 27 /ATA/ Elisa Spiropali, the Speaker of the Albanian Parliament, has shared a holiday greeting message on social media on Friday.

Spiropali listed her political and professional commitments at the helm of the institution since taking office, while urging the political parties in Parliament to engage in a continuous and lasting process of mutual understanding.

“Dear citizens of Albania, as we approach the end of a year full of challenges for our country, we also reflect on the positive developments. Throughout the sixth and seventh parliamentary sessions, we encountered numerous difficult and contentious moments. However, the mutual understanding between the majority and opposition paved the way for a normal and productive parliamentary process. Each of us in the Assembly holds our own beliefs and should stand by them, but we also bear responsibilities towards the Republic and its citizens, which we must uphold.”

The highlight of this year was our unstoppable progress towards joining the European family, confirmed by the two intergovernmental conferences held in October and December, as well as the opening of negotiations for Cluster 1 – Fundamentals, and Cluster 6 – Foreign Policy, Security, and Defense. Albania is now the candidate country advancing faster towards Europe. The Assembly will continue to guide this process with vision and determination, ensuring it remains legitimate, democratic, and inclusive.

During the past year, we held 45 plenary sessions, including 42 regular sessions, two special sessions, and one extraordinary session. We passed 129 legal acts, including 25 primary acts, 45 amendments, 52 agreements, and 7 normative acts. We approved laws that support key sectors for the country’s development, including the economy, justice, security, defense, cybersecurity, education, science, social protection, healthcare, culture, sustainable development, and environmental protection, among others.

Following the approval of amendments to the Electoral Code, we enabled our brothers and sisters in the Diaspora to participate in parliamentary elections from their countries of residence. With the passage of the most significant law of the year, the 2025 state budget, we did our best to provide the country with a budget that fosters development, well-being, and a more just and supportive society. This year, we established two investigative committees, which presented their reports to the Assembly. Additionally, we formed two special committees, which will continue their work in the coming year, focusing on advancing reforms in good governance, the rule of law, anti-corruption, Albania’s 2030 EU integration, and combating disinformation and foreign interference in the country’s democratic processes.

Together with the directors of independent institutions, university rectors, and civil society, we discussed our shared responsibilities for advancing reforms, internationalizing higher education, and increasing transparency. We conducted intensive parliamentary diplomacy, strengthened parliamentary support and partnerships for EU membership through the European Parliament, the Chamber of Deputies and the Senate of Italy, the French Parliament, the German Bundestag, the Polish Parliament, the Czech Republic Parliament, and many other parliaments of member states.

We continued our cooperation with the Assembly of Kosovo to coordinate the national agenda, support Kosovo’s Euro-Atlantic integration, and enhance the role of our countries in regional integration. This goal was furthered by organizing the joint meeting of both Assemblies on December 20th in Pristina. We are also working with the Assembly of the Republic of North Macedonia to protect the inalienable rights of Albanians in this neighbouring and friendly country, as well as to encourage the role of the Albanian factor in the European integration process, the country’s development, and democratization. Until the conclusion of this legislature and throughout the coming year, my call is for mutual understanding between the parties in Parliament to be an ongoing and permanent process, which would increase responsibility, productivity, transparency, and accountability of the Assembly before the public and citizens.
