Ruçi said that this was the legislature dedicated to implementation of justice reform and the decision of the European Council to open accession negotiations with Albania.

“This legislature has focused on implementation of electoral reform and advancing important reforms. It was the legislature that elevated to a new and contemporary level the monitoring role of parliament. It was the legislature when parliament promoted its openness to civil society, the media, academia, parties of interest and citizens. It was the legislature that coped with a major global challenge, the management of COVID-19 pandemic and November 26, 2019 earthquake impact,” he added.

Ruçi said that “during this legislature we passed 487 laws, of which 424 proposals of the Government, 59 of the deputies, 3 joint proposals of the Government and the deputies and 1 proposal of a deputy and 20 thousand voters.”

“During the 2017-2021 legislature, parliament adopted the second package of laws on the reform of the justice system, thus concluding one of the most important reforms undertaken by the Assembly during its 30-year history. The package includes amendments to the Law on Judiciary, the Law on the Status of Judges and Prosecutors, the law on the Constitutional Court, the law on the General Prosecutor’s Office, the law on SPAK, the Criminal Code, the law on Judicial Police and amendments to procedural laws, the Code of Civil Procedure, the Code of Criminal Procedure and the law on Administrative Courts and the adjudication of administrative disputes,” he said.

These laws, said Ruçi, “contributed to efficiency, effectiveness and good administration of the justice system, guaranteeing the functioning of the judicial system.”
During this legislature, according to Ruçi, the SPAK and the National Bureau of Investigation were up and running to address the legitimate political, national and civic concern and the popular hunger for justice and the fight against impunity.

Referring to the EU accession process, Ruçi said that “during this legislature, parliamentary diplomacy focused entirely on acceleration of European integration and the opening of accession negotiations.”
