TIRANA, Oct 12/ATA/ The Socialist Party parliamentary group today submitted a request to establish a Special Parliamentary Committee for the Second Phase of the Administrative-Territorial Reform, which will have a nine-month mandate.

The committee will focus on reforming local government administration, with particular emphasis on functions and services, local finances and the regional level.

Specifically, the Special Parliamentary Committee will review the legal and institutional framework for local self-government following the new administrative-territorial division.
It will also analyse the functions, powers and public services provided by local government and put forward proposals to deepen decentralisation.

The committee will analyse the local government finance system and put forward proposals to strengthen fiscal decentralisation and the financial sustainability of local self-government units.
It will also examine proposals concerning the regional level and regional development, in line with the EU’s cohesion policy and funding

Another aspect of the committee’s work will be to ensure that the proposals are aligned with the EU acquis and the European Charter of Local Self-Government.
Throughout its work, the committee will conduct a comprehensive, inclusive and transparent consultation process involving local self-government units, their associations, civil society and international partners.

The committee will submit draft laws and their accompanying explanatory reports to Parliament within its mandate.
In carrying out its mandate, the Special Parliamentary Committee will review and propose the necessary amendments to the Law on Local Self-Government, the Law on Local Self-Government Finances and the Law on Regional Development and Cohesion, as well as any other legislation related to its remit.

The Special Parliamentary Committee will oversee the implementation of the law and transitional measures for the establishment of the new municipalities ahead of the 2027 local elections, in cooperation with the Council of Ministers. It will also coordinate its work with the Special Parliamentary Committee on Electoral Reform on matters relating to representation.
The committee will comprise 16 members, reflecting the representation of parliamentary groups, with a representative of the parliamentary majority serving as chair and a representative of the parliamentary minority as deputy chair. It will operate for a nine-month period from the date the decision is adopted, with the possibility of an extension by Parliament upon a reasoned request from its chair.

A group of domestic and international experts will be established to support the Special Parliamentary Committee. Its size, composition, organisation and duties will be determined by a committee decision. A Technical Secretariat will also be set up, comprising Parliament’s administration and contracted experts.
The Special Parliamentary Committee will also consult the ministers responsible for the areas covered by the second phase of the reform, institutions and agencies under the Council of Ministers, institutions under Parliament and independent institutions, as well as mayors, associations of local self-government units and the Consultative Council on relations between central government and local self-government.

The committee’s work will focus on organising public hearings, working meetings and public discussions. It will invite the European Union Delegation, the Council of Europe and the Congress of Local and Regional Authorities, the OSCE Presence and other international organisations to provide assistance and technical expertise.
All state bodies, public entities and independent institutions will be required to cooperate with the Special Parliamentary Committee and provide, without delay, any documentation or information requested by the committee to carry out its duties and functions.

Parliament, for its part, must take measures to ensure the necessary working conditions and provide financial, logistical and human resources support for the work of the Special Parliamentary Committee, the group of experts and the Technical Secretariat.
