“Starting your term as Speaker of the Assembly by breaching the rules of procedure should be a matter of shame,” Bardhi told Niko Peleshi during the session. “You are bound to respect both the Constitution and the Assembly’s rules.”

Regarding the Socialist Party’s proposal to restructure the parliamentary committees, Bardhi stated that this is not the main concern facing the Albanian Assembly. According to him, the real issue is that majority MPs have been reduced to merely rubber-stamping the government’s decisions.

According to Bardhi, this is the first time that changes to the Assembly’s Rules of Procedure are being dictated by the executive branch.

“What’s truly alarming is that this Parliament, with the vote of the Socialist majority, is passing tailor-made laws, which drain public resources, laws that are backed by oligarchs,” Bardhi said. “Has anyone proposed reforms to tackle this? That’s the real problem—not whether the Assembly has 8 or 10 committees. Parliament turns a blind eye to this.”

Bardhi stated that the Socialist majority split a committee formerly headed by the opposition into three separate parts, which were then assigned back to the opposition.

“You have declared European integration a priority for this Assembly, yet you dissolved the Integration Committee. Integration is a comprehensive process that requires consensus,” Bardhi stated.

The head of the Democratic Party’s parliamentary group stated that “while opening chapters is a routine procedure, closing them poses a significant challenge, and as long as you stay in government, you won’t be able to close even one chapter, beginning with the ‘fundamentals.’”
