In her remarks at the plenary session, Nikolla said that “the legislative activity of the Assembly during this session was oriented around the three main references: The needs of the country development and the advancement of reforms; The objectives of Parliament’s Action Plan for the implementation of the recommendations in the progress reports of the European Commission and the Objectives of the Strategic Development Plan of Parliament for the period 2020-2025. ”

According to her, the first session of the Tenth Legislature passed 24 laws and 26 decisions, of which 9 basic laws; 4 normative acts with the force of law and 11 ratifications of agreements.

Nikolla said that “the most important law is the 2022 budget, accompanied by a fiscal package, taking into account the recommendations of international financial institutions, such as the European Commission, the IMF, the World Bank.”

We approved the issuance of Eurobond in the amount of EUR 650 million that provided budget allocation for major infrastructure projects and financing for health, education, agriculture, etc; some normative acts supporting public health protection measures to address the challenges caused by Covid-19 as well as the Ratification of agreements aimed at European Union funding for the economic and social development of cross-border areas with North Macedonia; a loan from the Council of Europe Development Bank to cope with the pandemic situation; Italian funding for ongoing implementation of projects for the completion of some infrastructure works; support from the European Bank for Development and Reconstruction for the electricity sector; ratification of the Memorandum of Understanding with the US, with positive effects on the civilian circulation and cultural assets; agreements with the UK government on international cooperation in the field of criminal law.

Nikolla added that parliament was widely involved in the key role in the European integration process. According to her, it addressed the recommendations of the Special Financial Action Task Force as well as the issues identified by Moneyval in the law on the prevention of money laundering and terrorist financing, bringing it in line with EU standards.

Parliament Speaker stressed that the legislative role of parliament has been significantly strengthened through capacity building of parliament to review the compliance of draft laws with the EU acquis, guaranteeing a more effective approximation and better quality of approximated legislation.
