TIRANA, Oct 23 /ATA/ Minister of Economy and Innovation, Delina Ibrahimaj, announced on Thursday that the government is actively working to resolve long-standing obstacles that have slowed tourism development throughout Albania.

Speaking at a meeting with mayors, which was also attended by Prime Minister Edi Rama to discuss the Mountain Package, Ibrahimaj highlighted the significance of this package for boosting tourism and the country’s overall economic growth.

Minister Ibrahimaj pointed out that one of the main obstacles to investment is the issue of property ownership, which often hinders the investment process.

For this reason, she added, the recently approved draft law aims to establish a close coordination mechanism between government institutions and local authorities, starting from administrative units and including the Ministries of Economy, Finance, and Tourism.
This mechanism aims to remove bureaucratic obstacles and facilitate investments across the territory.

The minister highlighted that the municipalities of Tropoja, Elbasan, Belsh, Përmet, and Saranda were among the first to present concrete proposals and have been actively collaborating with the ministry to implement this project.

She encouraged other municipalities to follow their example and actively participate in implementing the draft law.
This draft legislation proposes a comprehensive set of fiscal incentives for investors, including VAT exemptions, scrapping of infrastructure impact fees, property tax, and profit tax breaks lasting for 10 years.

The measures aim to boost investments and local economic growth by addressing property ownership issues. For the first time, the government plans to grant property rights contingent on mandatory development.
So far, this right has been granted, but the property has remained undeveloped and has not contributed as expected to the local economy. Through this draft law, citizens and investors will have the opportunity to develop their assets, obtaining ownership for a symbolic price of 1 euro, on the condition that they carry out concrete investments within a specified timeframe.
