The registration of out of country voters is carried out by the Central Election Commission (CEC) and every Albanian citizen entitled to vote who is abroad on the date of the elections and who wants to exercise the right to vote in parliamentary elections must be registered in the list of out of country voters.

Through the Electronic Registration Platform (PER), the voter who wants to vote from abroad submits an individual request for registration in the list of voters. The deadline for submitting the request begins 120 days before the election date and runs out 68 days before this date.

The State Commissioner for Elections publicly announces the opening of the process of drawing up the list of voters who vote from abroad no later than 10 days before the start of this process.
Likewise, the Central Election Commission, by decision of the State Election Commissioner through the Platform, decides on the request for voter registration within 5 calendar days of receiving it through PER.

The State Commissioner for Elections, 63 days before the date of the elections, publishes the preliminary list of voters who vote abroad, with the aim that voters within 48 hours of its publication can request registration or correction of inaccuracies in their registration in PER.
