However – ENEMO notes – continuous delays in conducting an electoral reform have led to unclear and conflicting regulations affecting legal certainty.

The head of the election observation mission Pierre Peytier said in a press conference on Monday that their mission was to assess the political and electoral environment, respect for human and voter rights, as well as election management bodies, election campaign, gender equality, the media environment, the settlement of electoral disputes and other crucial aspects of this process, based on international standards for democratic elections and based on Kosovo’s legal framework.

“Local elections were held in a calm and peaceful environment, aside from tensions in the North, uncertainty and possible postponement of elections due to COVID COVID-19, whereas the continuous delays in conducting an electoral reform have led to unclear and conflicting regulations affecting legal certainty. The election administration system is highly centralized and most activities and decisions with regards to elections are made by the CEC. Effective oversight mechanisms, especially regarding voter registration and campaign finance, remain to be implemented,” Peytier said.
