PRISHTINA, Nov 19 /ATA/ – Kosovo Assembly will hold two extraordinary plenary sessions on Wednesday, focusing on key legislative issues and culminating in a vote for the new government, a vote that could push the country into a snap election next month.

The session for the election of the new government will commence at 2:00 PM on the final day of the constitutional mandate for the current government, after President Vjosa Osmani formally tasked Glauk Konjufca of the Self-Determination Movement (LVV) on November 4 with forming a new cabinet.

In line with parliamentary practice, Konjufca is expected to outline his program and introduce his new cabinet to the 120-member legislature. A majority of at least 61 votes will be required for approval.

After being nominated by the LVV, Konjufca stated his preference for cooperation with other parliamentary parties but ruled out any formal coalition agreements. He emphasized the need for the support of lawmakers to avoid snap elections in December, ensuring the country has a functioning government at least until April, when a new president must be elected.

Meanwhile, LVV leader Albin Kurti has dismissed the possibility of forming a coalition with other Albanian parties, citing what he described as a “hybrid hatred” directed at him by those parties.

Kurti had previously been tasked with forming the new government on October 11, but his efforts were unsuccessful.

According to the Constitution, the first mandate for prime minister is granted to the leader of the largest party. Kurti’s LVV won the February 9 elections but did not secure enough seats to form a government without collaborating with other parties.

PRISHTINA, Oct 24 /ATA/ – Kosovo’s parliament will hold a session on Sunday to vote on a new government, Radio Free Europe reported on Friday.

President Vjosa Osmani has mandated Albin Kurti, leader of the Vetëvendosje (Self-Determination) Movement and winner of the February 9 elections, to form a new cabinet.

It remains unclear whether Kurti can secure the 61 votes needed for a majority in the 120-seat assembly.

Kurti suggested earlier this week that his party might fail to form a government, saying the alternative could be another election.

Osmani gave Kurti the mandate earlier this month and he has until Sunday to present his proposed cabinet and seek parliamentary approval.

Vetëvendosje controls 48 seats. The Democratic Party of Kosovo (PDK) holds 24, the Democratic League of Kosovo (LDK) 20, and the Alliance for the Future of Kosovo–Nisma coalition eight.

Kosovo’s Serb community holds ten guaranteed seats — nine for the Serb List and one for Nenad Rashiq’s Party for Freedom, Justice and Survival. Another ten seats are reserved for other minorities.

If Kurti fails to win a majority, Osmani must call consultations with parties within ten days and nominate another candidate. If no government is formed after a second attempt, new elections must be held within 40 days, under the constitution.

PRISHTINA, April 18 /ATA/ – The European Union has stated that it is essential for Kosovo to swiftly form a new government, as the country has stalled in its efforts to establish new institutions more than two months after parliamentary elections.

“The swift formation of the government is crucial for Kosovo to advance key reforms across all sectors, which will improve the quality of life and living conditions for the people of Kosovo,” the EU Office in Prishtina said in a written response to Radio Free Europe on Friday.

The EU office also said it is closely monitoring developments regarding the constitution of the Assembly and the formation of the government and hopes that the process will be completed soon.

Kosovo has failed to constitute the new Assembly twice this week due to procedural disagreements between the political parties that won seats in the February 9 elections.

It remains unclear whether the disagreements between parliamentary parties will be resolved before the rescheduled session, which is set to continue on Saturday, April 19.

The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), and the Alliance for the Future of Kosovo (AAK) insist that members of the caretaker government who were elected as MPs must formally resign before they can be sworn in as deputies. Otherwise, they will not vote for the report verifying the mandates—an essential step toward the constitution of the Assembly and the formation of the new government.

However, the leader of Vetëvendosje (LVV) and acting Prime Minister, Albin Kurti, argues that such a formal act is unnecessary, as the executive has been in a caretaker role since March 23.

On Thursday, the British and German ambassadors in Pristina called on political parties to cooperate in overcoming the deadlock surrounding the formation of Kosovo’s new institutions.

The next attempt to continue the parliamentary session is scheduled for April 19. It remains unclear whether a compromise will be reached by then.

The winning party from the February elections holds 48 seats in the 120-seat assembly — short of a majority — and has yet to secure coalition support.

The EU Office reiterated that the bloc is ready to work closely with the next government once it is formed and to continue supporting Kosovo on its path toward European integration.

TIRANA, Sept 2 /ATA/-By I.Vata/ – The main opposition Democratic Party (DP) leader Lulzim Basha reacted Thursday following the speech delivered by Prime Minister Edi Rama at the Socialist Party’s National Assembly, where he also announced the names of his new cabinet after the ruling Socialists secured a third consecutive term in office in the April 25 general elections.

In a statement, opposition leader said his party had filed hundreds of criminal lawsuits with the special prosecution structure SPAK and urged justice bodies to look into what he termed as “electoral massacre.”

Claiming that the Prime Minister had destroyed democratic and political coexistence and had impoverished the country, Basha said “the PM can recite and can lie to himself, but he can’t tell lies to Albanians over the electoral massacre,” referring to the April 25 parliamentary elections in the country, which he claims were stolen by the ruling majority.

“The fact that April 25 had nothing to do with the democracy has been also confirmed by the OSCE/ODIHR in its report on elections,” Basha added.
