In a televised interview, Rama responded to the allegations made by the mayor of Shkodra, Bardh Spahia, that the government has closed several regional directorates in Shkodra.

“These are fairy tales. We have restructured the regional directorates by merging the directorates in each district into a managerial organization of 4 areas. Shkodra is merged with Lezha and Kukës. Dibra, Tirana and Durrës are together. Former regional directorates have been divided proportionally. It is a restructuring that takes place throughout the territory,” said Rama.

According to him, “this is a restructuring as part of better management.”
Rama said that Albania is very small and this restructuring at the region level has worked out.

“I think that 61 municipalities are too many. The best administrative division of Albania would be 36 municipalities. So, the former 36 regions should be municipalities. In terms of human resources, in very small municipalities it is very difficult to recruit specialists. “
