Rama rejects claims Mountain Package favours oligarchs, says it targets property heirs

TIRANA, July 21 /ATA/-By Maela Marini/ Prime Minister Edi Rama said the Mountain Package is designed to unlock the economic potential of property heirs in areas where land ownership was not settled under Law 7501.

During a meeting with residents of Theth to discuss the initiative, Rama said the area was among the main reasons behind the creation of the Mountain Package, describing it as a prime example of both the opportunities for success and the challenges that need to be addressed.

The Prime Minister said there was a major misunderstanding surrounding the Mountain Package, adding that the discussion was being held in an area where heirs had no legal opportunity to pursue development due to existing ownership restrictions.

Rama said that all owners of inherited property who fall outside the scope of Law 7501 should seek to fully understand the purpose of the initiative and not be influenced by what he called “misinformation and hostile claims” surrounding the process.

Referring to criticism of the Mountain Package, Rama said allegations that the initiative was intended to transfer land to oligarchs or allow wealthy urban residents to take over mountain areas were based on a false narrative that had shaped negative perceptions of the scheme.

“The Mountain Package is exactly the opposite of everything that is being said about it. It is not intended for land grabbers, nor for businesspeople who have no connection or agreement with you. It is not for oligarchs or anyone else, but solely to stimulate the economy of property heirs in areas where land was not distributed under Law 7501,” Rama said.

Rama said that residents in these territories had not accepted Law 7501 and had instead divided the land among themselves according to the previous property boundaries.

“Generally, although not always, they do not have disputes with each other. The package also seeks to address the situation in areas where tourism is the only realistic avenue for development. That is the purpose of the Mountain Package,” Rama said.
