TIRANA, Feb 19 /ATA/ – Albania signed a memorandum of understanding with French utility company SUEZ on Thursday to develop an integrated waste management system.

Environment Minister Sofjan Jaupaj attended the signing ceremony alongside France’s Minister Delegate for Foreign Trade and Economic Attractiveness, Nicolas Forissier.

The agreement was signed between Albania’s National Waste Management Agency and SUEZ, laying the foundations for what the Environment Minister described as a “strategic partnership” aimed at modernising the country’s waste sector through French expertise.

The memorandum foresees technical assistance, staff training at SUEZ reference facilities, assessment of municipalities’ priority needs, evaluation of technological solutions and identification of financing mechanisms for concrete projects, in line with European Union waste hierarchy principles and the circular economy model.

Jaupaj said the cooperation forms part of the second phase of Albania’s waste reform, focused on investment. He added that waste management zones covering Tirana-Durres, Fier and Elbasan – which account for around 65% of the country’s total waste volume – are being developed in close partnership with French experts.

SUEZ is a global leader in waste and water management, operating across the full service chain from collection and recycling to treatment, with standards aligned with advanced European practices.

Forissier arrived in Albania on Wednesday for a series of meetings with senior government officials.

Building human capital, employment, helping young people develop skill are high under the RCC agenda, hence the main goal of this MoU is to enable the RCC to provide one full scholarship annually for one student from South East Europe, including the Western Balkans, at the College of Europe Tirana Campus.

“This is an initiative we are pioneering for the first time within RCC. It is a great addition to what we have been doing so far on youth agenda – improving policies, mobility programmes, paid internships – more than 30 students have been interns at RCC, open talks and visits to universities,” the RCC Secretary General Majlinda Bregu said.

On her part, Mogherini highlighted the fact that RCC has decided to support the College of Europe in the historic establishment of the new campus in Tirana through a new scholarship scheme.

Scholarships provided by the RCC will cover tuition, board and lodging and, among other things, academic study trips. The courses are scheduled to begin in August.
