TIRANA, Aug 11 /ATA/ – Ministry of Infrastructure and Energy has reopened the tender procedures for a 35-year concession to design, build, operate, maintain, rehabilitate and transfer the Milot-Balldre highway.

The 17.3 km road linking the town of Milot with Balldre village near the north-western town of Lezha is valued at 364.7 million euros.

A previous tender was cancelled in mid-July after none of the bids met competitive procedure requirements, according to the Ministry of Infrastructure and Energy.

The planned route will start at the Milot junction, linking with the Milot–Thumanë–Kashar–Lekaj highway and the Nation’s Road (Rruga e Kombit), and end at the existing Tirana–Shkodër road in Balldre.

The new Milot–Balldre road is designed to be a category-A highway, the highest European road standard, with three lanes in each direction, a fully closed layout and a maximum speed of 120 km/h.

Authorities say that the construction of the Milot-Balldre road segment is of great importance, especially for the economic development of Milot and Lezha and the new road will also facilitate communication with the northwestern part of Albania and neighboring Montenegro. Officials also say the project will improve road connections in a strategic area and boost national infrastructure and connectivity.

TIRANA, July 2 /ATA/ – The Ministry of Infrastructure and Energy has forwarded for public consultation a draft law amending the existing legislation on the electricity sector. The proposed changes aim to align Albanian legislation with the EU’s Clean Energy Package, focusing on market integration, consumer protection, and decarbonization.

The reform initiative is part of Albania’s obligations as a Contracting Party of the Energy Community and its commitments under the Stabilisation and Association Agreement with the European Union.

According to the ministry, the current legal framework does not adequately address the challenges of a developing energy sector. It lacks provisions for market-based investment in generation, energy storage, cross-border trading, and enhanced regional cooperation.

The draft law seeks to establish a fully integrated and competitive energy market, ensure affordable and stable prices, improve energy security, and support the transition to a low-carbon system. It promotes decentralized renewable energy production, energy storage technologies, electric vehicle charging infrastructure, and new business models that empower active consumer participation.

Special attention is given to protecting vulnerable consumers and small enterprises through regulated tariffs. The bill also introduces fair rules for cross-border exchanges to improve regional market integration.

The draft aligns with Albania’s National Energy Strategy 2018–2030 and the National Energy and Climate Plan 2021–2030, marking a key step toward building a more flexible, efficient, and sustainable energy system, and advancing Albania’s green transition.
