TIRANA July 14 /ATA/ – By I.Vata/- The High Inspector of Justice, Artur Metani, presented on Thursday before parliament the Annual Report of the activity of his institution for 2021.

In his address, Metani focused on implementation of the recommendations contained in the Assembly’s resolution for the Office of the High Inspector of Justice for 2021, the progress of work during 2021, achievements, challenges and priorities.

He said that the HIJ has achieved the targets, such as clearing the backlog of over 2,000 complaints carried over from the former inspectorate.

“During 2021, 22 decisions were made to initiate the disciplinary investigation for 31 subjects. 11 judges and 6 prosecutors were subjected to disciplinary measures ranging from reprimand to dismissal. In 2022, we will continue to prioritize the handling of as many complaints as possible, because unfortunately, the problems of 3 decades of transition are still reflected in justice. “Citizens want to see a shift in delivery of justice for the problems they encounter in the system, in the prosecutor’s office or the courts,” he said.

Metani added that “4127 is the total number of complaints handled by HIJ for the year 2021. Only during 2021, there were 22 decisions to initiate the disciplinary investigation approved by the HIJ for 31 subjects of the disciplinary investigation. Of these, 17 cases have gone to the Councils for disciplinary proceedings, while the investigations for 4 have closed. Out of 17 requests for disciplinary proceedings, 10 are investigations initiated by the High Inspector and 7 are investigation of filed complaints. The thematic inspections themselves have resulted in 3 disciplinary proceedings, 2 of which during 2020 and 1 during 2021. The measures for the judges and prosecutors subjected to proceedings range from confidential reprimand to dismissal from office. Of the 17 requests for proceedings forwarded to the Councils, no request has been rejected, and only 2 requests have resulted in a disciplinary measure, thanks to the scrupulous work of the team of Inspectors, despite the shortage of 18 inspectors.”
