TIRANA, Sept 6 /ATA/ – Implementation of the autonomy policy in six public hospitals across Albania has turned out to be a successful practice, delivering significant improvements in all hospital activity indicators, the Minister of Health and Social Protection Albana Koçiu stated on Friday.

Addressing a meeting with hospital directors, Health Minister said that the new management approach is taking service at public hospitals to a whole new quality level, delivering timely and quality care to patients.

Health Minister underlined that expanding the hospital autonomy policy to many other hospitals until end of the year was a top priority.

According to her, implementation of the financial autonomy of the Memorial Hospital in the southern Albanian city of Fier is set to begin next year.

“Memorial Hospital will become the first hospital centre operating under full autonomy policy, clearing the way to a more independent and efficient health system,” Koçiu said.

She also informed that 14 more public hospitals will undergo the financial autonomy process within 2025, whereas six hospitals are already implementing this process.

Hospital autonomy will allow hospitals to establish self-management systems, provide more decision-making room for health personnel, further deepen meritocracy and improve health care quality and care delivery to patients.

TIRANA, March 10 /ATA/ – The Memorial Regional Hospital in the city of Fier, southwestern Albania, is the first public hospital to be awarded the managerial autonomy certificate.

The Minister of Health and Social Protection Ogerta Manastirliu handed over the Managerial Autonomy Certificate to the Memorial Hospital, emphasizing that managerial autonomy is the first step towards financial autonomy.

“Today we are about to symbolically hand over the managerial autonomy certificate, which defines the scope of activity based on the hospital autonomy regulation as approved by the Council of Ministers, a document that contains all the elements due to be decentralized and transferred to the hospital itself, starting with human resources, administration, the autonomy to pick either medical or non-medical personnel in a bid to enhance performance and improve care service,” Manastirliu said.

Health Minister also said that three more hospitals, namely the University Hospital Centre in Tirana, the regional hospitals in Durres and Shkoder have already launched procedures on implementation of hospital autonomy in collaboration with teams of experts from Turkey.

Fier Memorial Hospital is the first public hospital to receive the Managerial Autonomy Certificate under a two-year term after fulfilling all the criteria defined in the Hospital Autonomy Regulation.

Last month, the Council of Ministers endorsed the Regulation on Hospital Autonomy, which paves the way for all public hospitals to initially apply for managerial autonomy after meeting a set of defined criteria.

Hospital autonomy provides public hospitals with the opportunity to have the appropriate legal and regulatory self-administration mechanisms from a managerial and financial point of view in a bid to boost competitiveness among public hospitals, but also make them competitive with the non-public hospitals, improve quality of care for citizens, management of human resources, as well as expand the range of care services offered in public hospitals, putting an end to the era of centralization of tertiary public health services in university hospitals only.
