Berisha declared, “They are nothing but a farce, as they mark the establishment of extreme inequality on the battlefield through the use of all state resources by the ruling party in the electoral race.”

Berisha stated, “The patronage system, openly and repeatedly denounced by international observers, flagrantly breaches the Constitution and the separation of powers. It violates the electoral code and other national laws. It stands in clear violation of the Copenhagen Charter for free elections, the Council of Europe directives, and the Venice Code.”

The Democratic Party chairman continued, stating, “The patronage system involves the state party mobilizing all human resources that, under the law and the Constitution, are required to remain impartial during elections. As a result, public institutions are turned into tools of electoral campaigning, and their employees into agents of political influence.”
