TIRANA, Jan 22 /ATA/ The Parliamentary Committee on Economy, Employment, and Finance reviewed today, in its advisory role, the draft law “On Lobbying in the Republic of Albania.”
The Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, stated that the draft law aims to establish a comprehensive legal framework to regulate lobbying activities, with the goal of ensuring transparency, integrity, and oversight of influence in public decision-making.

According to her, the draft law is aligned with European Union standards and forms part of the anti-corruption legislative package, addressing the requirements of the European integration process.

The draft law mandates the compulsory registration of lobbyists, the establishment of a Lobbying Register, monitoring mechanisms, and administrative sanctions for violations.

Pirdeni emphasized that the law introduces, for the first time, a structured legal framework for lobbying activities, increasing transparency in the interactions between stakeholders and public institutions, while also preventing conflicts of interest.
“The draft law seeks to guarantee transparency not only for lobbying contacts but also for lobbying contracts, requiring that every lobbyist involved in this activity disclose them to the Commissioner for the Right to Information and Protection of Personal Data. By 2027, the office of the Commissioner will expand its staff by five individuals, specifically assigned to address the needs related to this issue,” Pirdeni stated.
She announced that the draft law includes provisions for the establishment of a lobbying register. The project’s budget for this initiative is 12.3 million lek, with 6 million lek allocated for the creation of the register, and the remaining funds designated for the training and development of the staff’s functional capacities.
