TIRANA, Sept 22 /ATA/ Reporting today to the Parliamentary Committee on Citizen Initiatives, Cooperation and Institutional Oversight, Tax Director General Ilir Binaj outlined the priorities of the tax administration. He said the administration’s work is based on three core priorities set out in the 2024‑2028 strategic plan and the 2024‑2027 Medium‑Term Revenue Strategy, in line with EU integration requirements and IMF recommendations.

Binaj said the first priority concerns improving efficiency, risk analysis and controls to boost revenue collection. He noted that the tax administration is using artificial intelligence and advanced analytics to more accurately identify high‑risk sectors for non‑compliance and tax evasion. By modernising information systems and leveraging data from digital platforms, the administration can more easily detect inaccurate declarations.

Binaj said the second priority concerns digital modernisation and improving taxpayer services. He stressed that the aim is to create a simple digital experience for citizens, while maintaining tailored support through phone and face‑to‑face services for those who need or prefer direct communication.

Binaj said the third priority relates to European Union integration. He underlined that the Tax Administration is taking steps to align domestic legislation with the EU acquis under Chapter 16, exchange practices with peer administrations, and meet reporting obligations.

According to data presented by Binaj, in 2025 the Tax Administration collected more than €4.7 billion in revenues, an increase of 11.8% compared with the previous year. During the same period, VAT reimbursements amounted to €262 million, up 13% from the year before.

In 2025, the Tax Administration collected more than €4.7 billion in revenues, up 11.8% from the previous year, and carried out VAT reimbursements amounting to €262 million, an increase of 13% year‑on‑year,” Binaj said.

Binaj added that this approach was also evident in the latest filing season for 2025 income tax returns, which closed on 31 March 2026. A total of 327,000 personal and corporate income tax declarations were submitted in line with the requirements of the Income Tax Law, making it one of the most successful seasons in recent years in terms of taxpayer education, information, services, technical support and revenue collection.

For the first time, the pre‑filling of personal income tax returns was applied, a process which, according to the Tax Administration, saved taxpayers thousands of working hours. Binaj said the filing was followed by reimbursements to around 40,000 individual taxpayers amounting to €6.5 million, with payments still ongoing for those without valid bank accounts or who submitted late requests.

Binaj said that during 2026 the Tax Administration is implementing the forgiveness of tax liabilities, with around €450 million (41 billion lek) written off by 31 August. He added that in the same year the administration is reimbursing farmers through a fully digitalised process.

By 31 August 2026, around 4,104 requests had been filed, of which 2,906 were approved and 1,016 remained under review, with a total value of €10 million, Binaj said. He described the digital transformation as a process aimed at reducing paper‑based procedures and streamlining service delivery for citizens.
