TIRANA, Sept 8 /ATA/ – President Bajram Begaj has set September 12, 10:00, for the first sitting of Albania’s 11th legislature, elected on May 11, marking the start of the country’s 11th legislative term.

Lawmakers will convene and take the oath on Friday, one day after the ruling Socialists’ assembly, where ministers for Prime Minister Edi Rama’s fourth cabinet are due to be announced.

In a statement on Monday, President Begaj described the new legislature as “a new chapter” in the institutional life of the Republic of Albania.

Begaj noted that Albania is at a “historic moment” on its path toward European Union membership, emphasizing that Parliament bears both the honor and the responsibility of reflecting the nation’s aspiration for EU integration.

Addressing lawmakers, the head of state underlined the need for continued reforms and alignment of legislative activity with the country’s key priorities and challenges.

Begaj also called for regular updates to legislation, effective oversight of government, adherence to constitutional norms, and a spirit of transparency, constructive debate, and wise decision-making in the public interest.

He stressed that responsible governance from the majority should be matched by an “active, constructive, and committed opposition,” adding that dialogue and respect for political differences are essential to democratic coexistence.

President Begaj urged lawmakers to ensure that legislation reflects the country’s real social needs, development goals, and efforts toward justice and equal opportunity.

He identified EU membership as a top national priority, alongside challenges such as security, justice reform, demographics, economic development, sustainable growth, education, healthcare, agriculture, climate change, environmental protection, technology, and artificial intelligence.

“Through daily work and decision-making in Parliament, we must meet every requirement and face every challenge on the path to EU membership,” Begaj said.

He also stressed the importance of moving from judicial reform to the implementation of a functional and independent justice system, where no one is above the law and the fight against organized crime and corruption remains firm.

Among President’s key messages to the new legislature were maintaining dignified international representation and continued support for Kosovo and ethnic Albanians in the region.
