TIRANA, June 25 /ATA/ – The Ministry of Economy has launched a public consultation on proposed amendments to the law “On Services in the Republic of Albania,” aimed at opening Albania’s service market to the European Union.

A key feature of the proposed bill is the establishment of a regulatory framework for cross-border service provision between Albania and EU countries, facilitating and encouraging economic cooperation and trade in services.

The draft legislation also foresees enhanced administrative cooperation with the EU, including the use of the Internal Market Information System (IMI) – an online database that streamlines information exchange among public authorities involved in the practical implementation of EU law.

Under the draft law, any service provider established in an EU or European Economic Area (EEA) member state will have the right to offer services in Albania without requiring additional authorizations, registrations, or physical presence.

However, certain exemptions apply to sensitive areas such as public services in the energy, water, waste, and transport sectors; regulated professions including lawyers, notaries, auditors, and bailiffs; social security matters; personal data protection; and intellectual property rights.

More broadly, the legislation aims to set unified standards in sectoral legislation and harmonize requirements for service provision, thereby advancing Albania’s full integration into the EU single market.

Enforcement of this legislation is expected to improve the business climate and stimulate sustainable economic growth in Albania.
