TIRANA, May 20 /ATA/ Minister of Finance and Economy, Delina Ibrahimaj, stated on Friday that the new law “On income tax,” which is being drafted by experts of this ministry to be later consulted with stakeholders on June 1, is a revolution in terms of personal income declaration.

At the press conference regarding the developments in economy during the first 4 months of the year, Ibrahimaj announced that the draft does not only include changing the form of taxation for some categories of services, but has important elements of better detailing personal income, be them dividends, deposit interests or added elements in personal income declaration.

“When it was decided to raise the ceiling for payment of VAT and profit tax, the initiative was designed to boost development of small business. This policy will continue to be in place. Small businesses will continue to be supported, as they make up a large number. There are about 95,000 small businesses registered in the country. What was observed after the exemption ceiling was raised is that some categories of individuals benefit from tax exemption by being employed, registering businesses and providing services to businesses that were previously registered. We have analyzed these figures and it is these categories that will be addressed.
There are individuals and professions which are registered as businesses, but in the meantime provide services to other businesses, ” said the minister.

To illustrate her point, the minister cited an example and stressed that the tax should be fair and equal for all professionals.

“A lawyer who works in a law firm pays income tax according to the level of income he earns, while for the same profession if a person opens a business and registers as a natural entity and offers services to the same company, he does not pay any tax. We aim to guarantee equality in taxation for this category,” she declared. /j.p/sm/
