TIRANA, July 13 /ATA/ Minister of Education and Sports, Evis Kushi, has started the process of public consultation about the law on pre-university education with teachers, experts, representatives and directors of educational institutions from all over the country.
Meanwhile, in the following days, this process will continue with the National Council of Pre-University Education, the National Council of Parents, Municipalities, the Parliament of Students, civil society, etc.

Kushi emphasized that these changes were introduced due to the problems encountered during these years in the implementation of this law.
The proposals made in this draft law aim to: implement the concept of united secondary schools; to ensure the education and promotion of talents in primary education, not only in the oriented schools, but also in other 9-year schools; to ensure the right of students to enroll in first grade even when they turn 6 years old after the beginning of the school year, but until December 31 of the same calendar year; include available teachers in pre-university educational institutions; to provide institutional support for students with disabilities through the establishment of Resource Centers; to ensure protection for students, by prohibiting the inclusion in the educational system of persons (teachers) who have been convicted of criminal offenses related to minors, or educational institutions, regardless of their rehabilitation.

Regarding the proposal of the minimum age for entering the first grade, Minister Kushi said that this topic has sparked a debate as it has been misinterpreted, since children are not obliged to enter school at the age of 5.

“Actually, the goal is completely different. Given the development of children today, but also the preschool education that has also evolved, today there are children who turn 6 years old in October or November, while they have completed the preschool class, they know how to read, they know how to write and their parents as well as experts consider it a waste of time and a loss of the child’s interest if we leave them another year for reasons that are defined in the law. Then, we thought that the right to start the first grade in September should be granted to all those children who turn 6 years old by December 31 of this calendar year”, said the minister.
