Minister Kumbaro stated, “These certificates will play a crucial role in formalizing the accommodation sector. They will provide access to fiscal incentives, such as a reduced VAT rate of 6% for all entities certified as accommodation establishments by the Ministry of Tourism and Environment (MTE). Additionally, they will allow all entities with accommodation facilities near the coastline to apply for the management of beach stations. Following legal changes in 2025, these stations will only be allowed to be managed by hospitality establishments, while the rest will remain public and managed by local municipalities. Ultimately, this will help enhance the quality of hospitality services, improve brand standards for businesses, and elevate Albania’s brand to a whole level in the international market.”

Kumbaro said that there are two thousand entities with accommodation structures, such as hotels, guesthouses, resorts, and apartments—an expanded range under the new law on tourism—that are eligible for certification and meet all the standards recognized by the Ministry of Tourism. “These certificates serve as a guarantee for customers, the market, and a sign of seriousness for the businesses. Only those businesses and establishments with a hotel classified by the Ministry of Tourism and Environment can apply for and manage a beach station.”
