Today’s vote follows successful endorsement of the report on Kosovo, prepared by Dora Bakoyanis, by the Council of Europe’s Parliamentary Assembly Committee on Political Affairs and Democracy last month. The report noted that Kosovo has delivered on all the conditions to become a full-fledged member of the Council of Europe.

With a 2/3 majority vote from all present MPs representing member states, the Assembly is expected to take a significant step toward endorsing Kosovo’s membership.

A successful vote in the Parliamentary Assembly would pave the way for the final decision by the Ministerial Council on May 16.

Kosovo’s Foreign Minister Donika Gërvalla, and the Deputy Prime Minister Kreshnik Ahmeti, are visiting Strasbourg to hold meetings and coordinate actions with partners and allies that support Kosovo on the path towards accession to this international human rights organization.

Kosovo formally submitted its application for membership in the Council of Europe in May 2022. For Kosovo, accession represents not only recognition but also an opportunity to actively contribute to the promotion of human rights, democracy, and the rule of law across the continent.

Serbia opposes Kosovo’s accession to the organization.
