TIRANA, July 31/ATA/ The Memorandum of Understanding on cooperation in facilitating imports, exports and movement of goods in the Western Balkans, which was signed at the Economic Forum “Open Balkans” on July 29 in Skopje, is a concrete document to strengthen economic cooperation of participating countries, Albania, North Macedonia and Serbia.

Speaking in an interview with ATA, Deputy Minister of Finance and Economy Besart Kadia stated that this memorandum aims to facilitate the customs procedures of the parties and other border inspection authorities of goods (such as veterinary, sanitary and phyto-sanitary inspection and food inspection), formalities, controls and the number of documents that will be required of businesses at the border.

“These measures are aimed at reducing inspection time, which renders into cost reductions for business operators,” he said.

Kadia explained to ATA that this document has been negotiated taking into account the problems raised by Albanian companies regarding sanitary and phyto-sanitary documents with the final purpose of addressing them, not only at the tripartite level, but with involvement of other countries of the Western Balkans.

According to this memorandum, the parties undertake to mutually recognize the results of laboratory analyzes of samples taken from agricultural / food goods on import.

Recognition of these certificates is another aspect of cost reduction for businesses, both in terms of increased fees for re-analysis, but also in terms of the time it takes to complete them.

“This means faster circulation of goods and their release on the market at the moment that the business plans. Moreover, this is important for food products, which must reach the consumer fresh “, said the Deputy Minister for ATA.

Another significant aspect is the Memorandum of Understanding on Cooperation on Free Access to the Labor Market in the Western Balkans.

According to Kadija, this document is a concrete step of our countries to bring people and our labor markets closer by removing work permits.

The Deputy Minister emphasized for ATA that this Memorandum will pave the way for other parties to accelerate efforts to improve their domestic legislation, offering the same, facilitated conditions for our Albanian citizens, to remove the work permits for workers as Albania has done.

“This is good news for our citizens who want to integrate into the labor market of the Western Balkans. It is important to note that in order to achieve these objectives, the parties have emphasized the cooperation of the relevant authorities for achieving the objectives, setting a deadline for the first meeting, not later than two months from the date of signing the memorandum, as well as periodic reporting to the respective governments on the results achieved “, Kadia said for ATA.

The Deputy Minister of Finance expressed the belief that intensification of the labor movement will lead to the expansion of national labor markets, the creation of new employment opportunities and the sharing of their experiences, skills, putting workers in a “competition” to raise them professionally./p.s./

TIRANA, February 2/ATA/ Deputy Minister of Finance and Economy Besard Kadia stated on Monday that if the economic program presented by the Democratic Party would be implemented, it would be the third disaster that would happen to the country, after the earthquake and pandemic.

During a televised debate, Kadia stressed that this program that has been presented assumes a different economic and fiscal reality, with a public debt of 40%, a developing and industrialized economy while the state takes commitments.

“Every vision, every program is done based on the analysis of the current situation. In the situation we are in, we owe a debt, while the presented program assumes a different fiscal economic reality”, he said.

According to him, the state cannot take on so much, as it has not been able to make so many social policies.

“If you say: we do nothing in the economy; we will reduce the debt; we will give up the expenses of 700 million euros; we will remove 100 thousand people from jobs in the public administration, but we will reduce taxes, then the program is feasible “, said Kadia.

According to him, it is unfortunate that Albania cannot make these kinds of expenses./a.a/p.s./
