Spiropali’s visit coincided with the canonization day of Saint Teresa of Calcutta, whom she described as a global symbol of compassion and hope.

“I saw with satisfaction that the 21 minors serving their sentences here are receiving healthcare, education and care for their safety,” Spiropali told reporters.

She said the new penal code under discussion in parliament should reflect a rehabilitative approach in line with EU standards. “Our penal policies must not focus on punishment, but above all on rehabilitation, re-education and prevention,” she said.

Spiropali added that institutions should ensure young offenders are given opportunities to reintegrate into society, emphasizing stronger education and social support to prevent crime.
