As the first facility of its kind in the region and the second in Europe after France, the institute positions Albania as a pioneer in adopting a modern, inclusive approach to rehabilitating minors in conflict with the law.

The institute is set to function as a comprehensive center that combines education, vocational training, psychological assistance, and social reintegration. Its mission extends beyond rehabilitation, focusing on providing young individuals with fresh opportunities to rebuild their lives with dignity and a renewed outlook.

During the inspection, Minister Manja emphasized that the construction of this institution marks a crucial step toward strengthening restorative justice in Albania.

“This project embodies a new philosophy of juvenile justice—a justice that looks forward, educates, and creates opportunities for a fresh start. Albania is introducing a model that inspires the entire region,” the minister stated.

The Institute for the Education and Rehabilitation of Minors is part of the Ministry of Justice’s commitment to establishing a more just, functional, and humane penal system, in line with the priorities of the rule of law and the goals of European integration.
