TIRANA, June 11 /ATA/ High Justice Inspector Artur Metani participated in the first joint meeting of the High Judicial Council and the High Prosecutorial Council, with a focus on thematic inspections. This initiative, led by the High Prosecutorial Council, was supported by the EU4Justice project.

In his greeting speech, Metani stated that the justice system in Albania is not only facing the challenge of rebuilding and reorganizing itself following a deep reform, but it must also maintain a fair balance between the problems and difficulties it experiences and the public trust and demands for quality, efficient, swift, and integrity-driven justice. To achieve this, Metani noted, a new approach is needed—one focused on the quality and performance of the judicial system.

“Today, I believe it is time for us all to shift our focus and institutional efforts away from an inspection model centered on the individual assessment of judges and prosecutors, and toward evaluating the overall quality and performance of the judicial system through an approach that inspects courts and prosecutor’s offices as a whole,” Metani stated.

Speaking about the thematic inspections conducted by the High Justice Inspectorate (ILD), Metani highlighted that their goal was to pinpoint problems within the justice system and propose solutions—recommendations that have helped enhance the efficiency of courts and prosecutor’s offices in serving justice the public.

On the other hand, the High Justice Inspector emphasized the importance of cooperation and coordination among justice institutions as a necessary element—not only in presenting proposals for conducting thematic inspections but also in areas that impact the work of magistrates.
The meeting was also addressed by Mirela Bogdani, Chairwoman of the High Prosecutorial Council, Ilir Rusi, Chairman of the High Judicial Council, and Olsian Çela, the Prosecutor General.
Zeqir Hoda, Chairman of the Permanent Disciplinary Commission of the High Prosecutorial Council, and Emona Muçi, on behalf of the Permanent Disciplinary Commission of the High Judicial Council, delivered remarks on the councils’ perspectives, roles, involvement, and collaboration regarding thematic inspections.

High Justice Inspector Metani presented an overview titled “The State of Play of Thematic Inspections – a Historical Summary, the State of Play of Interinstitutional Cooperation, Key Findings, and Recommendations.”
