TIRANA, Aug 20 /ATA/ Prime Minister Edi Rama deplored Judge Hazbi Balliu’s ruling, which transferred ownership of a previously confiscated, unlawfully constructed building to the non-compliant developer.

Rama said today that it took Judge Balliu less than 10 minutes to rule against the state in favour of the plaintiffs who built an entire building without a permit, which had been confiscated and handed over to the State Cadastre Agency.

Rama posted on social media: “The materials made available to Balliu by the institutions would take far longer than nine minutes to review, yet the judge clearly didn’t read them. He considered it enough that in the old SCA building, rendered unsafe by the earthquake, no one has been left injured and work could continue under collapsing ceilings, while the unauthorized building—well, we simply watch it happen…”

The Prime Minister also shared photos of the old SCA building, which, according to him, “for Balliu, is a normal workplace as long as no one has been injured.” In the reasoning of the decision, the Court noted that “SCA continued to operate for four consecutive years in the same building after 2021, and there is no evidence that this service cannot continue under the existing conditions.”

According to the court’s ruling, “Although SCA employees may not be working in entirely comfortable conditions, this does not constitute a serious threat to the public interest that would stop SCA’s operations if the June 18, 2025, decision by the Commission of Confiscated Properties were suspended. The SCA’s operations would not be seriously disrupted if the June 18, 2025 decision were suspended, noting that the institution is established and a temporary move from the confiscated building would not critically impact its public service functions.
