The ruling to uphold his dismissal was issued by the judicial panel of the Special College of Appeal, consisting of Chairperson Rezarta Schuetz, Rapporteur Albana Shtylla, and members Mimoza Tasi, Natasha Mulaj, and Sokol Çomo.

At the conclusion of the deliberation chamber hearing, the judicial panel, based on the law “On the Transitional Reassessment of Judges and Prosecutors in the Republic of Albania,” by majority vote, decided to uphold the decision of the Independent Qualification Commission No. 557, dated 29.07.2022, concerning the subject of reassessment Emiljano Ruli.

This decision is final and takes immediate effect.
The Independent Qualification Commission (KPK) dismissed Emiljano Ruli on July 29, 2022, citing discrepancies in the asset criterion.
Emiljano Ruli completed his studies at the School of Magistrates in 2006 and was appointed as a judge at the Shkodra First-Instance Court. Since 2013, Ruli has served in the Tirana Administrative First Instance Court.
