The vetting commission is set to hold a hearing session with the prosecutor of the Tirana Judicial District, Bajram Breçani.

The panel of judges includes Etleda Çiftja, Pamela Qirko, Roland Ilia, who will evaluate the prosecutor in terms of professional ability, moral integrity, and level of independence from organised crime, corruption, and political officials.

Breçani started his career at Kruje Judicial District in 2013. A year later, he was transferred to Elbasan prosecutor’s office, where he served until 2016, before he was transferred to Tirana.

The Independent Qualification Commission has vetted more than 519 judges and prosecutors since February 2018.

The Independent Qualifying Commission, the first instance of Albania’s vetting process. This process aims to vet judges and prosecutors found either in possession of unjustified wealth, or suspected of connections with organized crime groups, or of inadequate professional abilities.

The judging panel composed of Firdes Shuli, Roland Ilia and Etleda Çiftja heard on re-evaluation subject and examined the documentation related to it. At the end, the commission decided to dismiss Hasa from the post.

The decision of the judging panel will be submitted the subject of the re-evaluation, public commissioners and international observers within 30 days.

In a televised interview, Balla stressed the need to extend the mandate of the Independent Qualification Commission.

“The only solution to the extension of the IQC mandate is through a transitional provision in the Constitution of the mandate of the Temporary Qualification Commission,” Balla stressed.

“I believe that, with the new parliamentary opposition in September onwards we will be able to find common ground to extend their term, but you must understand that changes to the Constitution take a long time, at least 45 days, thus in this view I would suggest that this issue be addressed with priority by the new parliamentary legislature,” Balla said. //a.i/

According to the Institution of Public Commissioners, the decision of April 1, 2021 of the Independent Qualification Commission has been announced to the Public Commissioners today. Also today, the International Monitoring Operation presented to the Institution of Public Commissioners the recommendation to appeal the decision to the Special Appellate Panel on the three criteria of re-evaluation.

The Public Commissioners are simultaneously reviewing the decision of the Independent Qualification Commission and the recommendation of the International Monitoring Operation.

Elisabeta Imeraj graduated from the School of Magistrates in 2004. Imeraj served for 13 years as a prosecutor at the Serious Crimes Prosecution Office of Shkodra. In August 2018, she was appointed the head of the Tirana Prosecutor’s Office. //a.i/
