TIRANA, Dec 3 /ATA/ Minister of Agriculture and Rural Development, Andis Salla, chaired on Wednesday the third meeting of the Monitoring Committee for the IPARD III Programme, held at a crucial moment for the country, following the opening of the final negotiation cluster with the European Union.”

The meeting brought together representatives from the line ministries, IPARD implementing bodies, the European Commission, the EU Delegation to Albania, and international partners to review the programme’s progress and discuss preparations for the upcoming measures set to be implemented.

Salla emphasised the importance of this monitoring platform for analysing progress, identifying challenges, and strengthening management and control mechanisms.

The Minister also highlighted preparations for the new support measures to be offered under the Programme, appreciating the assistance of TAIEX, the EU Delegation, and FAO, who have contributed expertise and training to enhance the capacities of IPARD structures, particularly concerning the LEADER measure.
The Minister also addressed the national support package for the agricultural sector, including the National Investment Scheme, soft loans with sovereign guarantees, and the new fiscal mechanism for VAT refunding, all aimed at boosting investment and improving farmers’ liquidity.
Regarding the IPARD programme, Salla stressed that it continues to be a vital instrument for modernising agriculture, enhancing the competitiveness of domestic production, upgrading rural infrastructure, and spurring the rural economy—crucial steps on Albania’s path towards EU accession.”
“‘The IPARD III programme aims to expand support for farmers and agri-processors, creating more favourable conditions for sustainable investment and economic growth in the rural sector,’ said Minister Salla.”
