Minister of Entrepreneurship and Business Climate, Delina Ibrahimaj, said that “this bill comes as a necessary update of the 2011 law, reflecting recent economic developments and international standards”.

According to her, the legal changes address some of the main problems that have arisen over the past few years, such as lack of coordination between inspectorates, overlapping inspections, and lack of a clear and fair complaint process.

“The main objective of this reform is to protect citizens and businesses by ensuring safer products, a cleaner environment and better working conditions. We aim to increase the awareness among businesses about the importance of meeting legal requirements” Ibrahimaj said.

The Minister said that the aim is to establish an inspection system that prioritizes prevention and counselling of the business, while reducing the burden of numerous and unnecessary inspections.

According to her, the main focus of this draft law is on warning as the main means of administrative penalty.

“The warning is the first step of administrative penalty, this policy aims at minimizing fines as a threat to businesses, modernizing inspection processes so that a subject is not checked by several inspectors at the same period, instead it will enable coordination of the process” Ibrahimaj stressed.

The draft law brings about several novelties, such as inspections based on risk assessment and designing an independent and transparent process for handling complaints. These measures aim to enhance the professionalism and efficiency of the inspection body and above all, to increase the trust of citizens and businesses in this process.
