TIRANA, October 13 /ATA/ – Prime Minister Edi Rama stated today that the culture of impunity in Albania has come to an end and no one is above the law.

Rama answered questions from journalists during a joint press conference with the European Commissioner for Enlargement Marta Kos and Ireland’s Minister of State for European Affairs and Defense Thomas Byrne, following the 10th Albania–European Union Intergovernmental Conference in Luxembourg.

When asked by a journalist from “The Kyiv Independent” about investigations into high-ranking officials, Rama stated that the system has begun to function and the justice system is doing its job.

“I think you and your country can fully understand what it means when we speak of situations where the justice system does its job. This is what we need. The fact that you are aware of this shows that the system has started to work,” Rama said.

Meanwhile, the prime minister recalled that, “When we began this journey, we were known as the home of the culture of impunity.” “We come to this building today—recognized as a leading institution—precisely because the culture of impunity has ended and no one is above the law. Our transition from a system governed by corruption to one dedicated to combating it has brought us here to close this chapter; we shall return to close those that remain. It is a matter of perspective,” said Rama.

The prime minister emphasized that he derives the inspiration and momentum to move forward from this location, noting that from the vantage point of this building, this represents how things ought to be.

TIRANA, September 30 /ATA/ – Prime Minister Edi Rama declared today that Albania has dismantled its century-old culture of impunity, a decade after passing landmark justice reforms. Speaking at the unveiling of the new Criminal Procedure Code guarantees, Rama noted that “exactly 10 years ago, in 2016, Parliament turned the boldest aspiration of our Renaissance program into reality.”

“Through constitutional amendments and new legislation, we have liberated the justice system from political influence, ending a chronic dependency that had persisted since the founding of the Albanian state in 1912,” the prime minister stated.

Rama stated that the justice reform replaced the old judicial framework with a completely new architecture, introducing self-governing institutions, a dedicated anti-corruption superstructure, top-tier salaries, and a landmark vetting process.

Reflecting on the decade-long journey, Rama acknowledged both sides of the reform: “We have witnessed the strength of the reform, but also the weaknesses that emerged from confronting reality. We have seen results that once seemed unimaginable; yet, we have also seen failures and distortions that cannot be masked by those achievements.”

Despite the setbacks and challenges, the prime minister maintained that the monumental shift driven by the justice reform was ultimately worth the burden. “To summarize its merits in a single sentence: This reform has been as brutal as it has been beneficial,” Rama stated. “A decade ago, we surrendered the sword of justice to the judiciary—a weapon that, for an entire century, had been wielded exclusively by political power.”

Today, the prime minister added, we want to take a smaller step that still matters a great deal.

Prime Minister Rama announced the introduction of the ‘package of procedural guarantees,’ a new legislative reform aimed at balancing the scales of justice. The initiative seeks to ensure that judicial application never supersedes the core principle of justice itself, establishing true equality before the law for all citizens.

/p.s./

TIRANA, Oct 26 /ATA/ – Prime Minister Edi Rama, also leader of the Socialist Party (SP), told a meeting with the Albanian diaspora in New York on Saturday, that significant progress has been made in the efforts to eradicate a pervasive culture of impunity with the arrest of high-level officials in Albania.

“Albania is no longer a country of a powerful caste of individuals being above the law and justice has dealt the most fatal blow in history to the culture of impunity since foundation of the Albanian state in 1912,” PM Rama said in his remarks at the meeting.

“Every Albanian can now see that people with political power or with links to the political power have been subjected to the power of law, regardless of their position or links with their political parties, either in government or in opposition,” Rama stated.

“Never before in our history has a high-profile politician has been investigated, tried or convicted by an independent judiciary,” he noted.

TIRANA, January 25/ATA/ Head of SPAK Altin Dumani was in Shkodra today in a meeting with the students of “Luigj Gurakuqi” University, organized within the project of the Albanian Helsinki Committee on the fight against corruption.

He assured that SPAK has the capacity to deal with structured criminal groups.

“We have evidence. We are trying to dispel the myth of impunity. It is tiring and difficult job, but we are doing it regardless of the name or the power that individuals have had. In SPAK, we have changed the philosophy of searching for evidence with special methods”, he said.

Focusing on the fight against corruption, Dumani underlined that, “The confiscated assets were used to invest in technology”.

“To be successful in the fight against corruption, good legislation and specialized structures are needed, and these structures must be independent. We have total independence guaranteed by the Constitution. We do not have dependent relations with other powers. But, everything is up to the integrity of each prosecutor and court. You can be independent, but you choose to flirt with power,” he stated./p.s./
