She dismissed the allegations as untrue, stressing that fieldwork aims to resolve citizens’ property ownership issues in accordance with the law.

In a video message, Goxhobelli said claims that the registration of homes in Himara’s Kala neighbourhood was being deliberately obstructed, along with allegations of a scheme to expropriate properties, did not reflect the reality of the process under way on the ground.

“The Cadastre Agency has no intention of taking anyone’s property. Its sole duty is to help citizens resolve their property ownership issues in accordance with the law,” said the State Cadastre Agency’s Director General, inviting MP Dule to present the facts and discuss his claims directly with the institution.

According to Goxhobelli, under the new “Door-to-Door Cadastre” approach, specialists are visiting residents to address issues with property ownership documentation. This includes homes built without permits after 1991, as well as delapidated dwellings.

She stressed that the process is based on citizens’ declarations, on-site inspections and procedures established by law. Any false declaration carries legal consequences, while all cases are handled without exceptions, privileges or political discrimination.
Another key aspect highlighted by the State Cadastre Agency’s Director General is transparency. Once work in each village has been completed, the data are published on the Cadastre Agency’s online platform, where citizens can check the status of their case file, including whether it has been made available for public inspection, whether any required documentation is missing or whether the team was unable to gain access to the property.

Residents can take part in the process throughout the period that Cadastre Agency teams are present in their municipality by contacting ASHK specialists or calling the toll-free number 0800 8811.
In her statement, Goxhobelli stressed that protecting property rights requires facts, transparency and compliance with the law, adding that the spread of unsubstantiated claims could undermine public trust and compromise citizens’ right to accurate information.

“Property rights are not protected through accusations and insinuations, but through facts, transparency and compliance with the law. Spreading falsehoods undermines public trust and citizens’ right to accurate information, particularly when such claims come from politicians, legal professionals or state officials. In such cases, the responsibility is even greater, as their words carry weight and have consequences. Disinformation spread by those who enjoy public trust and hold a position of authority undermines not only the facts, but also trust in institutions themselves,” Goxhobelli said.
