In a press statement, Bardhi accused Rama of shunning political responsibility by saying he was unaware of actions by ministers and heads of institutions under his authority.

He referred to several cases that have been investigated or publicly raised, including matters involving the National Agency of Information Society (AKSHI), healthcare concessions, waste incinerators, the State Police and the State Intelligence Service.

Bardhi also defended Albania’s justice reform, saying it was approved with 140 votes and that the Democratic Party had played a role in its adoption. He said the main opposition party, together with the Venice Commission, had helped prevent attempts to place the justice system under executive control.

Bardhi said criminal responsibility should be determined by the justice system, while the government should account for political decisions, appointments and institutional oversight.

“When an official faces justice, the justice system must do its job. The government must account for political decisions, appointments and the oversight mechanisms that have or have not functioned,” he said.

“Criminal responsibility is a matter for justice, while political responsibility is a matter of public accountability. Transparency towards citizens is an obligation of every government,” Bardhi added.

He said citizens had the right to know how the country was governed, how public money was spent and who was responsible for decisions taken on their behalf.
