TIRANA, Dec 4 /ATA/ Minister of Finance, Petrit Malaj, stated that ‘the two agreements being presented to Parliament today—one a loan agreement and the other a grant—will facilitate the financing of the rehabilitation and modernisation of the Durrës-Rrogozhinë railway line, a project representing the first phase of the operationalisation of Railway Corridor VIII.’”

Malaj described these agreements as an important package of strategic investments aimed at modernising the country’s railway infrastructure.

According to the Minister, the project has a total value of €120.5 million, secured through cooperation with international financial institutions and the European Union: €30 million in loans from the EBRD, €30 million in loans from the EIB, and a €60.5 million grant from the EU through the WBIF.
Malaj emphasised that this is a strategic investment, ensuring both national and regional connectivity, as well as Albania’s integration into the Trans-European Transport Network (TEN-T).
“‘The 34-kilometre Durrës-Rrogozhinë section will be upgraded into a modern railway line up to EU standards, designed to accommodate higher-speed operations. This development will enhance connectivity between the Port of Durrës and industrial zones, while facilitating integration with the Durrës-Tirana railway line and Rinas Airport,’ he stated.

He also highlighted that Railway Corridor VIII is one of the key axes of European mobility.
“It connects the Adriatic coast to the Black Sea, through Albania, North Macedonia, and Bulgaria, providing an efficient alternative route for international freight and passenger transport, with a direct impact on enhancing the competitiveness of our economies,’ stated the Minister during his speech in Parliament.

Malaj pointed out that the project is expected to have a direct economic impact, enabling the movement of approximately 170,000 passengers and 480,000 tonnes of goods annually, reducing transport costs, creating new employment opportunities, and boosting tourism in the surrounding areas.

The Minister also emphasised that EU grants reduce the effective financing cost, resulting in a real interest rate of approximately -3.4%. Furthermore, cooperation with international partners ensures high technical and managerial standards.

In conclusion, Malaj urged MPs to vote in favour of the draft laws, describing them as essential for the country’s integration processes and sustainable development.
