TIRANA, June 26 /ATA/ Minister of Agriculture and Rural Development, Anila Denaj, presented the draft law “On Animal Health” at today’s plenary session in parliament.

In her address, Minister Denaj said that the draft law “On Animal Health” represents a cornerstone of the alignment process. She noted that the enforcement of the existing law to date has contributed to the protection and enhancement of animal health, relying on measures including free identification procedures, prevention through veterinary prophylaxis, as well as the monitoring, diagnosis, treatment, and eradication of animal diseases.

Minister Denaj stated that this draft law marks a milestone for Albania, aimed not only at meeting its integration obligations but also at modernizing the national legal framework and reinforcing the state veterinary control system.

Minister Denaj remarked, “The adoption of this law represents a significant opportunity to concurrently reinforce connections with international markets. Upon Albania’s accession to the European Union, full alignment with this draft law will entail unequivocal obligations, while simultaneously offering a valuable opportunity to substantially enhance our exports of these products.”

Developed in collaboration with experts from the European Commission, the Minister stated that the draft law is fully aligned with EU Regulation 2016/429 and includes important provisions related to the management of animal diseases, biosecurity, traceability, movement and certification of animals and animal-origin products, veterinary personnel training, as well as preparedness for veterinary emergencies and crises.

Denaj emphasized that the adoption of this law is also a prerequisite for securing financial support from the European Union under the Western Balkans Growth Plan.

“Albania will receive a grant of 6 million euros specifically for the effective implementation of two laws, namely ‘On Animal Health’ and ‘On Plant Health,’” the Minister declared.

Minister Denaj emphasized that this draft law provides a strong foundation for establishing a modern and efficient animal health protection system.
Minister Denaj stated, “This draft law serves as a strong foundation for a modern and efficient animal health protection system and represents a concrete expression of our commitment to align with European standards.” She urged the members of parliament to support this important initiative, which is vital for the future of food safety and sustainable rural development in Albania.
